Release candidate 1.4.0rc2.

  * Fix two issues with "check_arcinfosys aris --compare-glue".
  * Add a missing import to check_arcinfosys (thanks to pyflakes).
  * Fix release-candidate version handling in the build system.
  * Complete the RPM spec log.
